OP, a few things I'm not clear about. You said you went through 3 or 4 of these monitors? Did 3D Vision and 120Hz ever work on any of them? Has 3D Vision or 120Hz on the panels ever worked on any other PC? Where did you send them for warranty/replacement? 3 or 4 failures of one component with all else being constant is generally a good sign something else in the system is the problem.

Can you try setting 120Hz in Windows display properties instead of NVCP?
Can you try setting to 100, 110Hz in both Windows and NVCP and see if it sticks?
Have you tried changing outputs on the graphics card itself?

I would still not rule out the cable. If you have another DL-DVI cable you can try that would be ideal. I'm sure you've also verified the cable is DL-DVI, and have all the pins (none broken) etc.

If you still have it and its out of warranty, you should look into replacing the caps. You might be able to salvage the monitor for just ~$5-10 in capacitors and an hour or so with a soldering iron.

this looks like a driver related thing
One thing I noticed in your video... your resolution is 1680x1050 (Inactive)???? what is inactive?? I have 3 monitors and I can tell you the monitors work fine. My 1st 2233rz monitor run on a GTX260 so your 250 is capable.

Try to reinstall the driver..
if that fails
Get a driver from 1-1.5 years ago and see if that works for you. Your resolution should always be 1680x1050 without the "INACTIVE" part.
Also try a lower resolution and see if it works
