so I just popped the multiplier up to 43 with a 100mhz base clock to give me 4.2GHz. I was able to play with decent to great frame rates at 1080, temps did not exceed 70 degrees. Surround was lousy, but not sure if that is a driver thing. CPU usage sits at about 50 to 60 percent per core and GPU usage hardly gets over 50%. At this point I don't feel like playing with the voltages to get my OC higher.

The evidence so far indicates a single threaded app (more likely two), that needs that single core to get as high as possible. Multiplayer with big maps is going to really beat on the CPU.
Edit: Since the CPU is using about half of the eight threads, that suggests it might be 4 threads in play. If so, it might be worth turning Hyper-Threading off in the BIOS, since it limits your ability to overclock, and has been known to make some games actually run slower.

Not sure why CPU is 50% [b]AND [/b]GPU is 50%. Doesn't really make sense. My best guess would be HT not being used, but the internets suggest that BF3 Multiplayer is supposed to be using 8 threads including HT.
Only way to know is to do more experiments. I think disabling HT would be interesting, and still think that pulling that 2nd GPU would be interesting. For BF3 on Low, you don't need dual 690, and there are any number of possible problems introduced by Quad-SLI.

I may pull the extra 690 later today. I've forced PhysX to one of the GPUs to force both Dual SlI and Tri Sli without pulling the 2nd card before though. Of course that only works with a single monitor so I couldn't test in surround. At that time while Dual SLI used more of the GPU the frame rates were about the same if not just a little less than a full Quad setup. The OC seems to have given me the bump to where i should be. Yes, since you got improved results from overclocking, that strongly suggests that you are CPU limited. I can't explain why you only get 50% load while also being CPU limited, outside of BF3 not using all 8 threads, or maybe not playing nice with HyperThreading.
What cooling do you have? I'd expect 4.5GHz on air even, as long as it's better than the stock Intel cooler.
Pulling the card is a better test, even though it's a pain. Your MB should be doing x16 on both slots like you expect, but if there's a glitch of some form, you can't see it without pulling the card. In the AnandTech review of your board, their first slot would only ever run at x8. 5th slot would also run at x16 giving a mismatch between them.

Okay I have figured that the issues only seem to happen with BF3. I did some benchmark with both Batman Arkham City and Tomb Raider with 1 and 2 690s and for 1920X1080 I was able to get some very good frame rates. BF3 plays fine in single player too. I will just have to hope I get better Bf4 performance

Interesting result. But bad in that it's your primary game.
It's fairly likely that you are CPU bound, but you are seeing only 50% usage, which suggests a different bottleneck.
No need to just hope, if you want to figure it out, I'm sure we can.
It does take some experimentation/time on your end though.
