If the floor is inconvenient for the emitter, you can also point the emitter at your wall/screen. It will bounce off the screen just like the light from the projector itself. You need to run in max mode to do this.
It seems to me that Ultramon is probably the problem. Ultramon and Nvidia are both going to be trying to manage the monitors. It would not surprise me if they are conflicting.
Try disabling Ultramon temporarily to test, and see if it helps your setup/reboot problem.
For moving the task bar where you want, in Win7, you can just unlock it, and drag and drop it to whatever monitor you want. You don't need Ultramon for that functionality.
