I figured that I'd make a separate thread for this, so that more people might see it. This is an issue, that has likely affected us all at one time or another. And well, more and more of us are using 4K displays and Windows 7. W10 has finally turned some attention to this issue an offers more solutions. In most cases, it's simply a minor annoyance of blurring.
Did they update Steam big picture to support higher internal resolution? Anything higher than 1080p?

Yes, they upgraded DPI scaling. It seems that many posters are not happy with their implementation, hopefully they'll listen and keep working on it. Odd thing.....Microsoft, in their infinite wisdom, lock out scaling when using 64 bit applications, I ran into this problem recently when I hooked up my 4K 2D TV for a game. It was driving me crazy, trying to figure out why some text was blurred and messed up. I tried a half dozen different HDMI cables, as well as re-installing the drivers. https://support.microsoft.com/en-us/help/2900023/some-desktop-applications-may-appear-blurred-on-high-dpi-displays You'll find that if you right click on a "64 bit" application and look at it's properties, DPI scaling will be "greyed" out :( https://superuser.com/questions/282648/windows-7-cannot-turn-off-dpi-ppi-scaling-for-an-application NOTE: it is "not" recommended to use Application Compatibility Toolkit to solve this issue as suggested in the linked thread.
