If it Was possible i bet here we could find users willing to donate up to a thousand dollars per head for drivers that takes care of our cpu issues but i would assume its not possible even to write our own drivers ? Or would it be ?

There is always a GPU bottleneck at some level, depending on the power of your graphics card setup. If you have a weak GPU, you will never see the CPU bottleneck; this thread is all about the CPU bottleneck and we try to remove the GPU bottleneck for accurate results :)
As far as scaling goes, the theory goes that moving from 720p to 4k with an infinitely powerful graphics card ought not to have any impact on CPU load and therefore the resulting FPS ought to be identical in both scenarios in ideal conditions.

I discussed with the development manager and he indicated they are still working on this. They have been pulled off of this task due to higher priorities so progress has been slow. Unfortunately I can't share too much details but I know they are debating between optimizing existing code path or possible look into a new code path. Both would require significant time and resources. They are not sure how much they can get out of the existing code path, and new code path would require proof of concept. They are unable to commit anything at this point due to other priorities. That's all I know at this point I'm afraid.

So the new 399.24 driver release notes state under fixed issues:

It is likely not to do with our problem, but thought I would share :)
There was a lot of discussion about those results Dugom, with the consensus being that they are useless because the guy is using a GTX 1070 and doesn't mention resolution used, which is highly unlikely to be <1080p (resolution needs to be as low as possible to avoid GPU bottlenecks or the graphs end up looking like the above - he might have been able to get away with 720p with a 1070). :)
