I'm presuming that these dlls are either leftover from a previous install or that's where Steam is currently installed? Seems odd that there'd need to be duplicates of Steam specific dlls(EXEs?) in multiple locations ... are you absolutely certain that these are extra dlls, and if so that these extra dlls need to be disabled also(this fix isn't working as is)?
I don't have multiple HDDs on any of my rigs so I can't really test that aspect of it, all you need to do to test it is enable the Steam Overlay and drop this into any simple game that'll trigger it ... I used Wizorb and Dark Void Zero on my laptop when I was designing it.

You may very well be correct, I have yet to see the dll's reappear in the E drive on my machine, they are only reappearing in the C drive so far, sorry for the confusion.
