Ok, so I was encountering this error when trying to use the setup wizard. For me, I finally got the error to go away by changing the color scheme to 16-bit before running the setup wizard. For the purposes of helping others who may be trying to troubleshoot, I'll go ahead and detail my own steps below.
I had previously had 3D Vision working on an older video card, which I had just replaced. I had uninstalled all Nvidia drivers, then installed the latest Nvidia driver pack, which includes 3D Vision drivers. Then, when I would click the checkbox to enable stereoscopic 3D, the setup wizard would start and ask me to select a setup type, but as soon as I would click next, the wizard would crash and give the error:

The article details the new installation procedure for 3D vision, and states that in addition to the latest driver pack, you also need to download and install the 3D Vision Controller driver in order to control the IR emitter. Ah, I thought, that must be it. I installed the Controller driver, and when I launched the setup wizard, it this time recognized my setup type as an IR emitter type. Then, when I clicked next, it crashed and gave the error.
I uninstalled all Nvidia drivers, restarted, reinstalled the driver pack and controller driver, restarted, and still saw the error. My next step was to contact Nvidia Customer Care via live chat, where I was helped by Srivathsa. He (she?) advised me to download and use the Full Driver CD for 3D Vision rather than installing the drivers from separate packages, then asked me to contact them again if I still saw the issue. I downloaded the full CD, extracted the files, uninstalled all Nvidia drivers, restarted, ran the CD autorun file, installed the drivers, restarted, ran the autorun again, installed the rest of the drivers, restarted, ran the setup wizard, clicked next, and saw the error.
At that point, just as I was starting to become irritated, I noticed that Windows was flashing a brief message just as the setup wizard was starting (Windows 7, 32-bit). The message was stating that the color scheme was being reduced to 16-bit color in order to run the program. Just on the off-chance, I manually changed the color scheme to 16-bit before running the setup wizard. For me, this was done by right-clicking the desktop, selecting 'Screen Resolution', clicking 'Advanced Settings', clicking the 'Monitor' tab, then changing the Colors drop-down box from 32 bit to 16 bit. I then ran the setup wizard, clicked next, and completed the setup without any problems.
When the wizard was done, the 3D Photo Viewer that runs after the wizard crashed because of the color scheme, but I changed the color scheme back to 32-bit and manually ran the Photo Viewer, and it ran fine. My 3D games and videos are now working fine as well, and I'm not touching the setup wizard again.
