@mistersvin21:
It's exactly the issue with specular glow I mentioned above. There seem to be new/changed shader for this effect so I have to update my last fix. As I can't check all the areas I will have to edit shaders with a certain code pattern on spec and hope that is works. This will take a little bit so please be patient ;)
Edit: This went fast... I could only find 3 new shaders. For me the fix works. When I use the hotkey for reducing specular glow several times (see https://forums.geforce.com/default/topic/627896/3d-vision/elder-scrolls-online-3d-vision-compatibility/post/5254468/#5254468) the effect becomes less visible. that was extremely fast, thank you very much for looking into it, now you are my best friend :-)
sun relfections on water now look even better (they appeared in one eye when turning camera).
That issue on screenshot, i think, was fixed in previous fix :

This issue with the lighting of the foliage always existed for me. So I don't think that it was fixed in earlier versions. Unfortunately I have no idea how to fix that. I'm just a dwarf standing on the shoulders of the giants who made the original fix ;)

My original display name is 3d4dd - for some reason Nvidia changed it..?!
i've been playing it for two months since u made v3 of the fix and i see this issue for the first time. It was before, in earlier versions of the fix, but not in v3. At least i would notice it at once. I have even several videos but i'm not sure how to show them..

In the image You posted the issue is very prominent because of the circumstances: sunset and a small tree with thin foliage. I'm sure I have seen the issue also in the last weeks (v3 and before update 17). But with normal vegetation (large trees with dense foliage) and on daylight You might just have missed it as it affected only a few leaves high above the character. But when I'm playing ESO I will check if this issue has generally become more visible. Nevertheless I would not know how to fix it :(

Sorry for my delayed answer.
This is very strange. I had fixed this issue with reflections during rain before and have checked if this fix still works after the last update. So far it still works for me (see http://photos.3dvisionlive.com/3d4dd/image/5a96abcce7e5645c3f0001ad/). But when I have made this fix I have discovered that water surfaces in certain areas seem to use not the common water shaders but their own versions. Can You tell me exactly where You did observe this issue? And could You please travel to the Redfur Trading Post in Grathwood and check out if You observe the issue with reflections there? This is the place where I usually check if the reflection fix still works because it rains quite often in this area and it offers stagnant and running water. This is also the location of my screenshot.

Hello :-) I think it is everywhere. the previous sceenshot was made in Shadowfen, and these i made in Eastmarch and Deshan. when no raining - it is ok, but when it starts raining these refelctions break at once

Interesting finding: when it rains in Grathwood then it also rains in Shadowfen, Deshan and Eastmarch. I could not observe any issues with reflections during rain in these regions. But I have been there during daytime and could not check the moon reflections.
To make sure that You have the rigth files for the fix installed could You please make a cross check and visit the Redfur Trading Post in Grathwood. Look at the water just beside the wayshrine - is it broken during rain?

Also checked the reflections during nighttime and rain and had no issues.
In the graphic settings of the game the reflections are still set to high?
Or there might be some files missing in Your shaderfix installation.
You could try to reinstall the fix. First make a backup of Your d3dx.ini (in case You have edited it).
Then remove the fix with uninstall.bat.
