I've been using iz3d in the meantime and it's worked well, but I heard 3dtv play works better for some games. First you need to make sure that the TV is recognized in the Nvidia contol panel under the "change resolution" tab. If the TV is listed, then under the "set up stereographic 3D", check the "Enable stereographic 3D" box, at this time the Green Nvidia 3DTV Play logo should be shown.

The "change resolution" tab doesn't show up for me either. The only tabs I get on both my laptop display and with the Vizio connected are for 3D Settings and Video. Display, where change resolution is, doesn't show up.

First thing make sure you are using an hdmi 1.4 compatible cable. Make sure that your laptop knows what tv is you are using in control panel (Vizio 42" E3D420VX 3DTV.) Not plug and play device or anything like that.

That link didn't help. After installing the custom driver for the TV the TV wouldn't accept the signal from the laptop, so I had to revert and had no luck.
However, I think the cable might be the problem. My laptop recognizes the TV, but I don't know if the cable I'm using is 1.4 compatible. This is the one I'm using:

There's no such thing as a HDMI 1.4 cable. The HDMI association states that cables can no longer be listed by version number.
Adopters may no longer use HDMI version numbers in the labeling, packaging, or promotion of any cable product. This is effective immediately for any references to the HDMI Specification Version 1.4, and Adopters have a one-year grace period for removing references to earlier versions of the HDMI specification when describing their cables.
For 3D you need a "High Speed" cable, which you have, but it's always possible to have a bad cable.
You should see the green logo or maybe not with laptops, I'm not certain with them. Open a game, set the in-game resolution to 1280x720, do you get 3D? Try the control+t hot-keys for turning 3D off and on.
