I've played about half of GTA5 on XBox, and it doesn't look as good as that video, but it's dramatically better than GTA4 on PC.
It seems to me that they noticed the modding community around GTA4, and how the ENB mods got a lot of attention. They hired a lighting expert, who is in the credits, to specifically handle lighting effects, so GTA5 is dramatically superior with regard to the way they use light.
No idea whether that makes 3D harder, but it seems likely. The more deferred rendering, the harder they are to fix.

Well here's hoping that they don't stray too far from the Max Payne 3 pc version of the rage engine. I don't want to get my hopes up, but both games use rockstar's rage engine (and judging from the similarities in the games' cover and weapon selection, I think it's a very close iteration). If I'm right, we might be in for a 3d treat, at least something not entirely broken...
I suspect, as with all new next-gen target games that it will be dx11 only. Maybe to get ready we can start playing with getting 3dmigoto to dump & hunt Max Payne 3's shaders in dx11 mode...

I'm not sure I'd count on that. Part of the reason MP3 had the infamous non-skippable scenes was because it was just masking the insane loading times. Game like GTA can't pause for 2 minutes every time it needs to load a new section of the map.
Looks amazing, though. So I'm super excited to play it (even if only 2D).
