Try clean reinstall 388.13 in Windows mode "without checking driver subscribing" (shift+restart)-7, this operation has helped me to switch on the 3D in nvidia control panel. In this mode PowerDVD 17 last update has worked 3DTV , but no 3D effect. Sorry for my English.

Read my older post on this thread on how to skip the 3D Setup Wizard. Some crashes or freezes were happening as well some months back or a year ago with certain drivers and the only way to get 3D working was to skip the setup wizard.

Dead Space 2 works just fine here:

I think the problem is not the Nvidia Driver but the Windows upgrade. I know that they busted "CreateWindowEx()" function. But, I think MS also released a patch for this.

@RickSchmitz:
I have exactly the same issue. After running the 3D Vision Setup Wizard with the latest driver version 388.31 it crashes and reports the error:
"Error in Stereo Driver. NvAPI_Stereo_IsActivated() returned 0 after stereo was enabled by default with Settings->setDefaultStartupMode(true)." Any ideas how to solve this issue?

I know that this is several weeks old but I created an account and wanted to post just in case this helped anyone. I found something on these forums that enabled me to run the Setup Wizard for 3d Vision and not receive this error. I tested it on the preview pack and on three games which allowed me to run the games in 3d vision.
Whether this works for others, I can't say. Whether this works on all games, I can't say.
Step 1...go to C:\program files (X86)\Nvicia Corporation\3d Vision and right click on the NVStWiz application file. Go to compatibility and check the box that says Disable Full Screen Optimization.
Doing this allowed me to run the setup wizard without getting the stereo driver error.
Then on each game you wish to play in 3d find the executable file for it, right click, select properties and then compatibility and check the same box (disable full screen optimization)
Then start the game and it may start in 3d it may not. Mine will not but all I need after game is started is use the keyboard command CTRL-T and it goes into 3d vision.
Now under my display properties (for windows, not NVIDIA) 3d Mode is on..whether i turned it on myself, or it turned on when I enabled 3d I don't know..I can't remember.
Hope this might help someone. If you try this and it works please advise as I informed Nvidia of this and maybe it will help them determine if there is an error between windows fall creater, the nivida drivers and full screen optimization...
