The 3D Vision IR emitter is required to activate 3DTV Play software on your PC."
So now the question, is it possible for me just to connect my TV to my PC and have everything working with my existing glasses, without spending more money.

The answer is "no"
3DTV Play costs $40 as a standalone product.
It is only free if you have a 3D Vision emitter or 3D Vision certified monitor attached to the PC.
D-Man is right. You'll need to purchase 3D Tv Play to play in 3d.
You'll also be limited to 720p/60hz, or 1080p/24hz. 720p/60hz is far better in terms of gaming. With that card though, you might struggle to play newer games in 3d, as the performance impact can be quite significant.

but the TV is lagy
their is a delay from what i do and what actually appears on the screen about .30 second
it's actually not a problem with movies but i can't control games at all
the mouse pointer moves with a delay and in cars my reaction always comes late
any solutions ??
and it's connected with HDMI cable

Sounds like processing lag. Unfortunately, you can't disable processing on TVs when engaged in 3D mode. Some TVs are obviously worse than others. But even among decent sets, it seems 3D mode always adds additional layers of lag. Sounds like you're out of luck with your set.
It's been my experience that console games are designed more with TV lag in mind. So you might find some games that are more tolerable than others if you stick to console ports. Although 300ms is pretty lousy unless your standards are really low (in the control department).

The delay is because you're playing at 1080/24hz (and the desktop is enabled in to 3D mode at 1080/24)
Try using 720p/60
Also recommend to label that Input to "PC".
Might also be 1080p24 ... that might appear laggy to someone also, I know it does to me. If so, you could try lowering the resolution to 720p60.

Lag can be reduced on some 3D HDTVs by choosing either "Game" or "PC" mode.
On some, you can rename the HDMI input.
Any post processing features used will add to your lag, turn off as many as you can.
I suggest referring to your owner's manual.
