3D Stereoscopic enable/disble issue with Windows 10 3D Setting
If I have both the Windows 10 Control Panel 3D setting ON and the nVidia Stereoscopic setting checked, all is fine.
If I turn the Windows 10 control panel 3D setting OFF, then the nVidia Stereoscopic setting becomes disabled (unchecked)
If I re-enable the Windows 10 control panel 3D setting to ON, the nVidia Stereoscopic setting DOES NOT RE-ENABLE
This is unfortunate as I use software for media playback which when playing 2D content has to disable the Windows 10 3D control else the nVidia driver crashes (it seems the driver can't handle 2D playback when stereoscopic is enabled). When I then try to play a 3D video, the Windows 3D setting is restored but the nVIdia Stereoscopic setting remains disabled and thus no 3D playback. The interaction seems to work one way only.
What I'm looking for is for the nVidia stereoscopic setting to re-enable when the Windows 10 3D control panel setting is turned on instead of having to manually re-enable it myself. If it can disable automatically as detailed above, then it should be able to be re-enabled automatically.
Seems the interaction between Winsows and the driver is at fault here

It's working as fine here(382.33), manually setting it to Off disables 3D Vision and setting it to On, reenables it.
There's a Registry setting, EnableNvMsStereoSync, make sure that's set to 1(might have to restart Windows?)... other than that maybe DDU/clean install Drivers.

That reg setting is set as you describe.
I can try to re-install the drivers, but this is a clean install and a fresh install of Windows (not the Creators Update, which causes an HDR mess)
I assume you're talking about the 3D Display Mode option found in the Advanced Display Settings in Windows 10 ? I've never touched that 3D option and it has always been on I think. Never had any issues with media playback. Pretty weird that it is causing the nVidia driver to crash in your case.

I'm using JRiver with madVr
If I play back 2D content (MKV 1080p) with the nVidia control panel Stereoscopic checked, JRiver crashes. Well 3D in W10 already has lots of problems as it is and I'm not surprised it's causing issues or conflicts with some software especially if it tries to modify 3D settings in Windows and nVidia CP.

simply go into windows 10 display control panel and toggle 3D on and off.
when u toggle off check the stereoscopic setting in nvidia control,panel. it should be off
now go back to windows 10 display control panel and turn it back on. check the nvidia control panel and tell me if the stereoscopic setting is re-enabled (checked)

Did you try reinstalling the drivers using DDU (Display Driver Uninstaller)?
Often times, control panel quirks are the result of a failed/corrupted driver install.
It could just as well be a W10 issue or a problem with the app, as opposed to the driver.
I'm using W7, so I can't check on my side. But you might try driver 382.33 as TsaebehT suggested, because it's verified as working.

IT WORKS!
Taking everyone's advice, I ran DDU (didn't know that existed before) in safe mode.
Downloaded the .33 drivers
Ran first as non-admin and install failed.
Ran again as admin and install succeeded.
Now the toggle from Windows DIsplay settings toggles the nVidia Stereoscopic settings in both directions.
Interestingly, the "Run Wizard" feature for Stereoscopic crashes, but I don't care - don't need it. Everything seems to be working.

The crash using the wizard with the current driver seems to be an issue for several other users.
