Getting incredibly low framerate in 3D While I can run crysis 2 max
Here is the problem.
Some times in 3D I get about a 1/2 FPS. this is very odd, as I can run most games at very speeds and 3D vision used to work for me before. I tried re installing the drivers. and while this fixed this problem temporarily the problem then returned. I need help! I dont know if reverting to an older driver can help the situation. My graphics card is an 460 GTX, and processor is a AMD Phenom II X6 Black Edition 1100T.

If your seeing 1 or 2 FPS something is clearly wrong.
I'd start by removing any crap you have installed.
Especially tweaking and GPU monitoring apps, pair everything down to a minimum and then go from there.

I don't have any monitoring apps, except a few gadgets on my desktop. also I just checked, and this is only for specific games, like Starcraft 2, and now GRID, while I just tested BFBC2 and it ran perfectly

What driver version are you using? They came out with a new beta just recently. This might be a good time to do a clean install of the drivers.
