I was wondering if there is a way of turning the whole Windows 7 desktop into stereoscopic mode. A way the whole frame buffer contents contains a stereoscopic image synchronized to the shutter glasses. That way I could use Google Earth Street View in stereoscopic 3D in real colors. I don't want to use Anaglyphs/Discover glasses etc.
So how can I configure the graphics card to output anything in 3D, independent of any game or application running that supports 3D or not.

You can't. Google can if you can convince them to use technology like you see on the 3D Vision Live website.
