Yep, both don't work.
I newly upgraded from 8600GT to GTX 285 because my Nvidias 3D Set needed 8 Series and higher and therefore it didn't work with my old card. But it doesn't work also with my new card... WTH???

Do you have a second monitor, projector etc. connected to the second video output of the card? Sometimes it gets confused and sends the image to the other port instead the one your main display is connected to... had this happen a few times with a projector connected and off.

Try to quickly switch the monitor from one port to the other when you start the PC and don't see the image (you may also press the pause button during boot), if the image shows it is just this stupid bug and nothing serious to worry about, but if you don't see the image by switching the video output connectors it might be something more serious.

Used to have same issue with Gigabyte GTX260OC model video card, 9 times out of ten I didn't see the boot process or anything on the screen until it seemed to synch itself at the windows login.
Both Vista and Windows 7 did the same thing, I had kept checking Gigabyte website for a bios update of the video card to fix the issue. Finally back in August this year there was a firmware update to the card that fixed the issue. Now I boot up and all is fine everytime :)
Check for a bios update for your video card perhaps as well, this was definitely my issue anyhow and sounds similar to you.
I know your frustrations :)

Windows 7 is not ready for prime time. I had to go to Vista, which I hate, but I dont have a choice.
