Just wondering that nvdia could solve the problem with all those 4k tv:s with passive 3d but only 60hz input.

3D Vision refers to accessing Nvidia's stereoscopic driver via a certified display.
The only TVs that 3D Vision supports is the Mitsubishi DLP rear projection 3D HDTVs.
So you should be referencing 3DTV Play.

Nvidia gave 3d vision owners a 3dtv play license for 'free' using the emitter as a hardware dongle.

Right, when 3DTV Play launched you used to have to get your TV added to the list by submitting the inf from it, what a pain in the a$$.
roller11 used to give out what he called the rollermod. Which was simply the EDID from a Samsung LCD checkerboard combined with the EDID of a Mitsubishi DLP to enable Checkerboard mode for his HDMI 1.4 3D HDTV.
Prior to 3DTV Play launching, Checkerboard worked just fine for him. But when Nvidia branched off the HDMI 1.4 support to 3DTV Play they did not include Checkerboard, so he was screwed until he came up with a workaround. After complaining like crazy, he is one of the main reasons we have Checkerboard in 3DTV Play today.
Nvidia at the time also promised SbS support after more people chimed in but they never followed through.
here's one of the threads, this is where they mention Checkerboard is on the roadmap (interestingly enough, roller11 had his user name changed to Dogma515) (I'm not sure how he did that, lol, it made finding his thread a little harder)

And i bet the lisencing (that americans know how to do) has not made 3d vision any more popular, as it costs for what i have read a pretty penny to manufacturers to get a device reconiced by 3d vision.

I agree with your sentiment but from a business point of view I think it's more complicated, or as more complicated as they want to make it!
To be honest I would say we are where we are for 2 main reason:
1. HDMI is complete garbage and has held everything back. Seriously, it's technically weak, the industry has the speed of a glacier and they are more worried about piracy than progress.
2. The industry (read film makers/tv firms) rammed 3d down everyones throats when the content was poor and there were competing standards. This backfired on everyone, including us unfortunately.
Nvidia haven't covered themselves in glory by any means. They haven't innovated on this tech at all. They gave us compatibility mode eventually to be fair, but basically that's it. Also they did promise SBS and still haven't delivered.
HDMI makes me angrier to be honest. Since HDMI 1.4 we've had display technology that is pretty much hamstrung by the cables that we use to connect them up. So sad.

With appropriate GPU support, the Optimized for NVIDIA GeForce stereo mode provides 3840x1080 pixels per eye @ 60 fps. Note that the OLED displays look outstanding with the 3D Vision game fixes.
Because the EDID overrides and forces the Desktop to be 3840x2160, in-game scaling does not work correctly for some games, even when using various NVIDIA Control Panel settings to force Full-screen mode. For example, Rise of the Tomb Raider in-gaming scaling works great, enabling less-demanding 1080p resolution to be used. Yah, and what are you going to do if they change their EDID enforcement to the way that TriDef handles it?

It would be foolish for NVIDIA to change its EDID enforcement policy without offering a suitable alternative - like 3DTV Play updated to support HDMI 2.0. I would never have purchased 2 980Tis if this EDID mod did not exist - the EDID mod has created additional revenue for NVIDIA!
