I only watched a little, I suppose it was in reference to Nvidia Studio. They talked about their MaxQ lineup and monitors, but mostly about Content Creators.

Probably not, because if the 3D workaround ends, you have less drivers to fall back to if a game is incompatible with the latest or last working driver release.
The best GPU would still be the RTX 2080ti for a Legacy 3D Vision build, if the newer drivers change to where the stereoscopic drivers can not be accessed.
The next gen GPUs were announced with a "supposed" 7nm die shrink releasing in 2020. But die shrinks and release dates are pretty laughable, when looking at their track record. It will more likely be a refresh/overhaul/improved architecture again :P

It will require a new driver for sure because the existing drivers simply don't have anything like "RTX something Super" in its .inf files.
