Most laptops you can't control the fan spped on the gpu or see it... thats why you see a 0 and laptop gpus tend not to have a sendor to monitor the fan like a deshtop gpu would have.
55-60 is not that bad 85plus tho aint good ...have you opened it up and cleaned out the fan in the laptop ? Laptop fans seem to like sucking in dust bunnies which well make your temps go up, a simple opening and cleaning of the fan helps if not cures that issue.
I also has a hp dv5 that got heated up too it was a faulty gpu chip I had to send the lappy to hp for repairs...I was under warrenty tho.

It's a laptop so the 9600M doesn't have its own fan. The laptop probably only has a single fan to exhaust hot air out of the laptop. The temperatures you're getting are normal for laptop graphics. If you want your laptop to run cooler, get a notebook cooler pad.
