I listened to that track multiple times, and I don't think those are voices, I think they are sound effects like rubber boots on the floor. They are more like squeaks than anything else.
More to the point- why would they do something so stupid? If the game can't actually run at full speed, you are setting yourself up for another PR disaster. NVidia is stupid, but they aren't that stupid.
Edit: Here's one way to prove to yourself this is another make believe "I hate NVidia" internet frenzy. Let's see, what if we could run that video at half speed? Oh yes, how about with the YouTube player itself?

Of all the games nvidia could have chosen to give away with their cards!
It's probably nvidia forcing iron galaxy to stick all their propriety gameworks crap in that took up too much of their time.
They could have spent that time optimising it rather than adding in nvidia gameworks 'enhancements' that were already in the other games anyway.
He'll iron Galaxy had 8 weeks to work on the PC version. That's crazy.
I wish nvidia would stop trying to lock everything down. It's not helping the game industry or their profits in the long run.
It is comical to watch.

Steam can't be happy about having to return thousands of dollars back into customers' wallets, and WB must be spitting nails right about now over Steam's refund policy. Heck, Steam might just scrap the idea altogether after a month, chalking it up to a grand experiment that failed miserably.

And honestly, something this broken gives Valve a black eye anyways. I don't see how they feel its in their best interests to protect this sort of activity. Giving consumers confidence to pay full retail helps them sell more.
