Tomb Raider 2013 3d Vision Win 8.1 Slow performance Fix
I was playing Tomb raider in Windows 8.1 and noticed it was only running at 40 fps on my two 670 SLI so something was wrong with the performance. The problem was it would drop sometimes to 20 fps every once in a while and using the menus made it worst.
So here is the fix.
Open NVinspector and go to Common profiles
Next set Frame Limit to 120 Frames per second
Save
Now go back to playing this game blazing fast!
Some additional details that may help improve performance.
TressFX is completely broken using this fix, actually it renders the hair correctly but now the frame rate will drop to 7 fps by enabling it.
Level of Detail adjust how much detail is rendered at a distance like for example at the mountain vistas or Shantytown, so drop this to High from Ultra to get a 20% boost in these areas. Otherwise the game runs maxed out and I actually never thought getting v-sync tearing would be a blessing in 3d.

Great tip, thanks.
8.1 is generally problematic for 3d though, TR isn't the only game with slowdowns. This might help with other games too though, I suppose.
I've posted this before, but.. another fix is if you have vsync set to app controlled then switch the in game vysnc from triple buffer to double buffer then back to triple buffer. Everything will go back to working correctly and no added TressFX issue.

What I have found that works for me with Tomb Raider is to force vsync off in the driver (NVIDIA Inspector or Manage 3D Settings for the Tomb Raider profile) and then use frame limiter to 60 (since using 3D Vision). This vastly improves performance and also is making the TressFx hair behave. I really wish the Win 8.1 and 3D Vision issues would get sorted out soon. I have the same problem with GRID 2 and AC4.
Note: For Tomb Raider I have also found that you can leave vsync on app controlled and toggle triple buffer off and back on to get it sorted out. But, I have not found a way to get similar results with GRID 2 or AC4. Those I have to force vsync off. Vsync is definitely quirky in Win 8.1.
Edit: @Guz, I just noticed your post. I am also on the 334.89 drivers but they did not fix my issues unfortunately.

I also installed the latest windows updates. Maybe one of those fixed the problem? I was having fps issues only when 3D was enabled in tomb raider and AC Black Flag, however 2D gaming was fine.

Hmm, I have installed the recent updates, but I did see there was an optional Win 8.1 Rollup patch. Installing it now to see if that helps.
EDIT: I just tested after the rollup patch and no change. I still have to force vsync off and frame limit. I did notice that while I can leave vsync app controlled and toggle triple buffering in game to restore proper frame rates that does not fix the TressFX hair. For the hair to work I need to force vsync off and use frame limiter.

Well, at least you figured out how to get Laura Croft's hair to render correctly. Otherwise her hair looks like she just put her hand in the electrical socket.

But seriously, its friggn weird that she takes so much abuse with blood, bruses, mud, etc. And her "realistic" hair is unchanged by these outside factors.
Not to mention its much more reactive then the "world" her hair is. Grass, cloth, etc.
It kind of reminds me of those cheesy games where main characters have so much more detail then enemies/unimportant characters. The games where your like oh... he must be important and you can't help but snicker afterwards.

"can't see the forest for the trees"
At least they hope you cant see the trees past the high detail wolf because it looks like crap.
Sorry, really felt the need to rant about this new "hair" physics happening...

Yeah, all the drooling over AMD super hair is stupid, and will totally forgotten when the new method nvidia has developed for water rendering starts appearing in things.

Yes, I do agree that the hair is way over the top. But, I thought it was worth mentioning that it reacted differently to the different settings. To me the hair in the NVIDIA demo "A New Dawn" seemed more realistic. At least it seemed to react somewhat more realistically and Dawn was not covered in blood and dirt. :-)
@eqzitara, I have never played CoD Ghost but that dynamic fur image is hilarious and a perfect example of overdoing one effect.
The bug where fps goes down the drain reappeared with the new 335.23 drivers in windows 8.1.
I also have this issue with 335.23, but unlike you, I have not found a driver yet that supports the 780 Ti's that does not have this issue. For all drivers I force vsync off in driver, use frame limiter (Nvidia Inspector or via RTSS seems to make no difference) to limit to 60 and 3D Vision and TressFx hair looks great.
Also, I see you asked a question back on 2/22 which I missed. Yes, I had tried a clean install at that time with no luck.
I have not been able to get a response from ManuelG but Blaire informed me that as of the last driver they still had not fixed the issue.
I keep toying with doing a clean install of Win 7 or Win 8.0, but that is such a pain and I am sure the day I do it, Nvidia will release a driver that fixes it.
