Are you connecting the monitor using a Dual Link DVI-D cable? If not there's your problem.
In the change resolution tab of the Nvidia control panel is the monitor listed as a Samsung SyncMaster 2233RZ ?
What operating system are you using? If it's Windows Vista, support was dropped for this OS with driver 313.
Are you using USB 3.0? I know in the past, connecting via a USB 3.0 port could cause problems. So swap it to a USB 2 port preferably one that's located directly on the motherboard. Ft panel headers can also be a problem sometimes.
Try the safely remove hardware windows function to remove and reconnect it perhaps?
As a USB device, it should show up in device manager. Is there any indication that these may be imitation/knock off glasses and not Genuine Nvidia?

In a conventional wireless case, the monitor has a wireless emitter built into the bezel at the top, that you can't really see. It emits an infra red signal that the glasses read, and synchronize to.
In the wired glasses case, that sync signal is sent over the USB wire instead. There is still a sync signal, because we still need to sync the shuttering of the glasses to the monitor. NVidia does that by sending the signal at the same time as the vSync.
So, 'emitter' is the wrong word, but from the software perspective you have two of those sync units.
But, that may not be the problem. The device manager problem you see there could easily be the reason the USB driver does not get installed. Even plugged into a different USB port, the driver install might see that error and refuse to install.
So, let's go there. In Device Manager, right click and do Uninstall to clean the old driver. Say yes to deleting the old driver. Then Scan for changes and let Windows install a driver. Sometimes it's better at it than the OEMs.
If that didn't work, do the same uninstall, but reinstall using your motherboard installer.

I would do like bo3b says but also unisntall all of the usb port drivers/host controllers. Then let windows reinstall.
Maybe also try setting power management controls to performance. I know some of the Nvidia flicker problems were caused by "Power Saver" settings, worth a shot.

Try reinstalling your Motherboard drivers, not just the USB one. There is communication that happens between stuff like the PCI and Southbridge chips, that can sometimes interfere. Not super likely, because USB is working for you in general.
What is the error that you get upon install of USB driver?
Maybe try uninstalling or disabling that broken driver, and if USB still works, leave it disabled.
Outside of that, to narrow down the problem, I would boot off of a clean install to narrow down whether it's software or hardware. So for example, make a partition or use a clean drive, and do a clean install of Windows on that empty drive. That would leave your normal boot untouched.
This is a bit of a pain to do a clean install of the OS, but is really helpful for debugging stuff like this. If the clean boot works, you know for a fact that it's something about the software install on your main boot. If it doesn't work, you lean heavily toward a hardware failure of some form. It takes a bout an hour to do a clean OS install and get it working smoothly.
