I am unable to get it working however, and I'm not sure what to try next. I've extracted your fix files to the proper directory and received the "Rundll32" prompt when starting the game. Unfortunately 3D never seems to activate. I've tried entering the .exe properties and "disabling fullscreen optimizations." I've also tried starting the game in "-window-mode exclusive" in the launch options within the Epic Store. I've selected "windowed" and "borderless" modes within the game's graphic settings - nothing seems to have an effect. I'm at a dead-end.

3D was working for me on my current system Win10 1803, Driver 419.67. I used 3DFM to launch the game, and received the runll32 prompt. I needed to set in-game window setting of FullScreen.
Fix is slightly broken with EGS version. Shadows are correct, but water and haze are at screen depth. I will still put it at Excellent, does not really detract from game play.

Thanks bo3B. Interestingly in addition to the other problems I also noticed that the game failed to be detected by 3DFM even when I pointed to the exact folder containing the .exe. I ended up downloading the fix manually from Helixmod. It's almost as if my PC is not recognizing it as a game at all. I too am on build 1803. The reason I tried what I did is because after being force-ably "upgraded" to 1803, I noticed that several games required modification of the .exe properties in order to activate 3D.
Here's a question: What makes the same game different from one game store to the next? For example, you mention that the fix is slightly broken when on Epic. I also play Subnautica on EGS and when downloading mods, sometimes you have to make sure they work on EPS version.. What's the difference? I assumed it was simply where/how the game's directory branch is installed. But if that's the case, I would think that a fix is a fix and a mod is a mod, regardless of who sold the game. Obviously Steam is where my biggest library is and has the most support, but I have benefited greatly from Epic's 'free-game-per-month' program. I feel the question is relevant, as I don't want to continue trying to play games sold by EGS if they will fail to work in 3D.

I think it was your first suggestion: "in the d3dx.ini, Use full_screen=1" - Now everything is working and I see depth in the game menu. I haven't started a game yet because I have to run off to work, but thank you very much for helping me get it activated!
