Very strange stuttering problem in 3D mode, IR emitter causing slowdown just by being plugged in
I have a very odd type of stuttering. I get high fps but a constant stutter every half a second or so.
If 3D is disabled in the control panel, there is no stuttering.
If 3D is enabled in the control panel and in game, there is the constant stutter (the stutter is completely regardless of game settings and which game I am in does not matter either)
If 3D is enabled in the control panel and I turn it off in-game, there is still the constant stutter.
If I disconnect the IR emitter, the stuttering immediately stops and returns the moment I plug it back in. I have no idea why this happens. Even if the game remains in 3D and I disconnect the emitter, the stuttering stops, so it definitely is not a performance issue. (and it shouldnt be anyways, I have a 780 and a haswell i7).
Does anyone have any clue as to what would cause such a strange issue? Ive already tried reinstalling drivers, installing beta drivers, and installing older drivers. Nothing has worked.

The port makes no difference. Ive tried every port and taking out all non-essential usb devices. Does not make a difference. Ive also gone to every single usb controller in the device list and set them to be unable to be powered off.

I am indeed running 8.1. Happen to know if there has been any indication that this issue will be fixed in the near future? Having to roll back to 8 would definitely be a hassle.
