If you have the Nvidia emitter, it's free. The only catch is it must be connected while using 3DTV Play. So buy an emitter may be an option, if you can not purchase the 3DTV Play registration key or perhaps someone you know could purchase 3DTV Play for you and send you the key?

The emitter is the device that sends the 3D sync signal to 3D glasses via a wireless transmission.

The idea was that if you had one, problem solved, save your money.

While not an ideal solution, purchasing a 3D vision kit may be a viable solution, given your location and your statement that 3DTV Play is not available for purchase.

Though, before going that route, I would contact Nvidia support.

Also, keep in mind, that Nvidia 3DTV Play is limited to 5 activations. So you may not want to upgrade to the latest and greatest Beta drivers only to have to uninstall everything and waste an activation.
