I am trying to understand if Helix Mod has to be installed just with the game titles, listed on their site, or I could use it with all games?

Each mod is specifically hand crafted for each game, a process of going through every single pixel and vertex shader, usually 1000s of each in order to find the offending ones and then fixing/disabling them and this only works with dx9 games. I've only dabbled in cycling through shaders and disabling them, the rest is way too complicated for me. You can use the debug version of the dx9 dll and a keyboard with a numpad to at least check it out for yourself. The instructions are over here ...
