I've asked about this before but I'm starting to get a bit worried about this. In quite a few games FPS will happily drop lower than it should do and the GPU usage remains low. Its really getting to me because I don't understand how the GPU is given more work but it doesn't increase the usage? Dropping the settings just makes the usage go down rather than increase framerate.
Is it a sign of the game being poorly optimized, or is something else screwing it up? I've had this problem for months to it doesn't seem driver related.

Maybe give us more details. What game?
I see this a fair amount, with SLI 580. They rarely go over 50% usage except for occasional games like Metro 2033.
The limits are often game dependent. I could not get GTA above 30 FPS, because my CPU was too weak.
Your system seems to have enough CPU, enough RAM, and enough VRAM to not be those bottlenecks, but what about your SSD/HD?
In Saints Row, I was having terrible stalls, dips to 15 FPS, and it was my SSD Raid.

Then I re-installed the previous drivers and the gpu usage went back to normal. As for SLI, almost every game I play has around 80-99% usage on both gpu's. Sometimes there can be issues, and usually these issues concern a newly released title which is then often quickly fixed with a driver update or an update to the game itself. Almost every game out there has an SLI profile and if it doesn't you can find one out easily by doing a little research or trying out the different rendering options in the nVidia control panel. What't the rest of your system spec? It's strange that usage is dropping because as you say, the GPU has more to do. Thing is, drivers rely on the CPU to do work too.
