Before I thought all games would tunnel through whatever choice we make on an OS level but in the end I guess the desktop/windows is just an equal to videogames as in, the software running on screen takes 100% control of the monitor settings?

I'm asking because if games are filtered through the choice we make on an OS level that would kind of make it (game 120hz option) redundant and an unnecessary step almost.

but simply:
Game 120hz option --> Monitor --> Eyes
