Using Mad Max profile with 0x702442fc = 0x00004000 and DOF to normal I can see ghosting.
Check pics (in which I can also see ghosting though much less due to static pic and not in motion like ingame).
I have a AOC g2460pg and maybe it's not so good monitor for reducing ghosting.
(faster as I slide next screenshot the more is visible,this is from hardware/monitor, right?)

Fixing that broke another nearby light that was using the same vertex shader (and same pixel shader as the cave light from earlier), but applying the same pattern to it re-fixed it. Need to double check that the caves are still ok:

However what you say about motion makes me think you might be hitting the one eye stuttering bug in recent drivers - what version are you running?
On 355.82 I got really bad stuttering in the menus and some (relatively minor, but noticeable) stuttering in game, on 355.60 I'm getting [s]no[/s] almost no stuttering in menus, but I think I might still be seeing some stuttering in game for a frame on occasion - though it's much rarer and I'm not positive because it's only visible for a moment. Edit: I'm definitely seeing some stuttering on 355.60, including in the menus and in game, but it's way less severe than 355.82.

Can someone check if new driver improve performance. I have smooth gameplay but sometimes in camps I`m getting a massive drop.
Anyway: I can`t find that messed up Decal you ask for DHR but I`ve check the watery area ones again with newest fix and it looks great, even during night they are alright. Also a few other areas filled up with water - they all are spot on.
I`ll be still looking for that decal thou.
BTW - now when I have faster car those wind streams are bigger and looks quite alright. You right - no need to change anything.

I got a chance to play this fix with a pal, and the 3D is freakin' great! Big thank you to both DHR and DarkStarSword for cracking this one.
I saw just a couple of funny effects that I will double check with your latest build here and report back. (SLI system, 355.82)

Two was the blue lights from the sniper rifles. Double image, at infinity maybe.
Three was the car lights on the desert at night- looked to me like the light was actually below the surface.
