Found a solution for my issues with New Vegas under W10. Just removed the FalloutNV.exe from the profile in nvidia inspector (and I'm sure deleting the profile would do the same thing) and the 3D was back to normal with 355.60 drivers.

For the record, I get the same issue with 355.82 in F:NV.

I also note that applying "Optimal Settings" with GeForce experience caused the game to stop working altogether. If anyone can confirm that, that'd be nice.

I had the same problem with the left half of the screen only working in 3D.
What is funny is that this problem did not appeared with the annoying 3D vision discoverer instead of my LCD 3D 120 Hz BenQ.
Removing falloutnv.exe from the profile in nvidia inspector solved the issue.

I think I may have done this, as I just updated to Windows 10 and also played around with the GeForce Experience program a little bit prior. Now when I try to start the game with 3DVision it just crashes on me. I've tried deleting profiles, deleting preferences, launching in compatibility mode... nothing helps.

In some cases I am coming across games that wont work in windows 10 for 3dvision and occasionally wont start in 3d at all. For this reason I doing most of my gaming in 7

I've had luck with turning off the StereoProfile setting in the profile for this game for OP's issue (in driver 368.89 under Windows 10). 3D works as usual with the fix without any adverse effects that I've noticed so far.

Has anyone playing Fallout New Vegas in Windows 10 found a resolution to this issue of right eye shutter stuck? I tried looking for "Nvidia Inspector" to remove Fallout 3 NV from it per previous suggestions but I cannot find the "Nvidia Inspector". Do you access this from NVidia Experience? Also, the instructions state to click F4 before starting a game but that seems to do nothing. Should I be clicking F4 prior to continuing the game or after the game starts or something else? Finally, I have turn the crosshairs off in the game settings but I still see a red circle like crosshair stuck on the bottom left hand side of the screen. As of right now, I consider this game unplayable in Windows 10 with 3d vision. By the way, I have a GeForce 1070 card not in SLI.
I would love to play the remaining parts of the game in 3d but it looks like that may not happen. PS: re-installing game or vid card drivers is not going to fix this from what I have read.

But finding NV Inspector is easy, have you tried Google..

I use the 3dfix Manager to install the 3d fixes and start the game. Would renaming the executable break starting the game from that? Also, if I do not have 3d inspector to start with, I doubt 3d inspector is the cause of my problem? I can try the alt tab solution to see if that works.
Seems like New Vegas might be more trouble than it is worth in Windows 10 with 3d vision. I would love to finish the game in the 3d but...maybe it is not meant to be.
