I am getting a dim screen after enabling 3D vision, which does not correct itself after disabling(requires reboot). This seems to have started after updating to the newest GeForce Experience/driver, but a rollback of the driver didn't help either. This is affecting all apps/desktop, but if I right click the desktop/alt-tab(selection overlay) it is full brightness. Anyone else having this problem?
I am running W10/372.70 driver/Asus VG248QE

I have the same problem and also the same monitor, drivers and Windows lol. The monitor goes in 3D mode for no reason but it happens only in 120hz and not in 144hz. I've had the 372.70 drivers since they were launched and this issue started to happen only a few days ago and I'm pretty sure I didn't reinstall the drivers or make any significant system changes. I haven't taken the time yet to find out what causes this but for now I just disable 3D vision from the nVidia CP and then switch between refresh rates or just switch to 144hz altogether.
I might be wrong but I think it started to happen after I loaded my 3D vision config file with this Advanced 3D vision config tool ( http://helixmod.blogspot.ro/2015/10/advanced-3d-vision-configuration.html ).
In any case the first thing I would try is use DDU and install the latest drivers again.

This only happens when I enable 3D in the nvidia control panel. Are you sure we're talking about the same issue? Is your 3D enabling and dimming the desktop/apps?
Anyways, the config tool you brought up got me thinking. I had the '3D Vision Toggler', that I deleted and thought it might be causing the problem. I redownloaded it, enable/disable, same problem. It turns out 'Touchmote'(recently installed) was the problem. I didn't think this would have any impact, but it has a 'touchscreen emulation', so that must be what's causing this. ¯\_(ツ)_/¯

Yes when I have 3D mode enabled in the nvidia CP if I switch to 120hz the desktop gets dimmed because the monitor goes in 3D mode. You can check this by pressing the Menu button on the monitor. To temporarily solve this issue I first disable 3D mode in the nvidia CP and then switch to 144hz and then back to 120hz and the problem is gone even though it happens again if I turn 3D mode on. Also as I've said above the desktop does not get dimmed at all in 144hz with or without 3D mode enabled. It happens only if I switch to 120hz or even 100hz I think.
Anyway I strongly recommend you go into Safe Mode and run DDU and then install the latest drivers. A standard rollback will probably not solve this issue.
Later Edit:
So it was actually that Touchmote ? lol
