What fixed it for me was using the Crysis Advanced Settings Editor. It's a 3rd party app that essentially gives you all of the in-game graphics options instead of the catch all High/Very High/Etc. in the game's UI.
You can adjust mouse smoothing, acceleration, motion blur, and other items.
Setting the max FPS to 60 pretty much fixed all of my issues, although I also turned motion blur off too.
