OK I've been messing around with it on my 3D PC, laptop, and a USB charger.

On Windows Restart, OFF then on reboot:

I've also noticed when the LED is RED or OFF the GREEN LED on the back is also OFF.
So it seems like when the emitter is only getting power, no data, it flashes RED and when it's getting a normal flow of data, or it's polled for data like in the Device Manager, it's GREEN.
All the symptoms, you're experiencing, turns on then off, lights green (for aprox. 20 secs.) when activating the Device Manager details tab only happen when I run my 3DPC in Safe Mode (I forgot to try un/replugging it in Safe Mode) and when I run it on my laptop that doesn't have an NVIDIA GPU.
I don't know if it should stay on or not when connected to a device without any NVIDIA drivers/GPU. I did try un/replugging on my laptop and it finds it, lights green and then it turns off again.
I doubt it but I am curious if for those 20 seconds or so it stays lit in the Device Manager if it would show in the NVIDIA Control Panel.

This is interesting. When my computer boots I never see White or Red (Flashing) ... just the green light:
on .. off .. on .......................off
After boot & logon, if I unplug and replug the emitter in the same usb port I do get the White, Red(Flashing), then Green, and a working emitter.

While in the device manager:details tab with emitter lit, it does show in the Nvidia Control Panel, but it only shows 3D Vision Discover.

lol i never use to close my PC until i got SSD, so i would not have had this ongoing issue with Emitter :-) ( i am from the old school )
As for sleep i tried that way back and it worked for a while but then started closing.
The emitter must be reading this post and is conteracting our workarounds lol

Likewise, prior to any successful emitter startup. Mostly, I just get the green light on,off,on,off, and no emitter.

I found that if I wait a bit longer before logging in, it eventually goes off/black anyway. So, it appears log-in is not relevant.
As for the lights, I don't get any red or white flashes unless I re-install stuff. Normally I just get the dull green light all through startup until it goes black. Once I unplug/re-plug, no colored flashes there either, just dull green and it works fine.
On a side note, I'm noticing that once and a while, the software doesn't "release"/"revert-back" my monitor from 3d mode after running a 3d app., even when set to only run while 3d apps. run. Anyway, I've yet to search forums for that issue.

I had the same issue intermittently until I changed the desktop to a refresh rate other than 120hz (144hz in my case). Since then I haven't had any trouble exiting a 3D game and finding my monitor still in 3D mode.
Before I came upon the above I was able to prevent this from happening by exiting 3D mode (Ctrl-T) prior to exiting the game. Trouble was I didn't always remember so somehow or other I came up with the refresh method.

How about sleep?
