In addition to bo3b's advise, for games that are broken with updates or broke their 3DV fixes, you can use cracked versions. If you use reliable sources and reliable group releases and ofcourse with a good AV then you can enjoy those games again.
For years me and lots of people are burned because of idiot or greedy developers and publishers. Because of this I usually download an another copy of my purchased games (for most loved ones) and store them for any possible issues. Some examples:
- Most recent example was Syberia 3, some people were only be able to play the game with a crack.
- I have the Steam version of Mafia 2 and all it's DLCs, but one DLC is shown as purchased in store but refused to show itself in library or work. Because of this I couldn't use some beautiful mods that needed all DLCs. Downloaded a copy of the game and voila, everything works better.
I contacted support but no help ofcourse. I'm also not alone in this issue.

When the game firstly relased DRM was causing huge performance issues, CDPR encouraged people to download a crack till they remove it, lol. Yes, I will do this for sure. But I figure the most recent update was necessary to get the two DLC running.

I have tried the eac launcher option, but it does not work anyway. I also tried to delete the d3d11.dll and after this watch dogs starts normal but the problem is that there is no 3d fix afterwards.

All I can say is, last time I played WD2 it ran quite smooth in 1440p, so something must be really wrong in your end!
WD2 is much more optimized than the previous, and an enjoyable and great game IMO!

All I can say is, last time I played WD2 it ran quite smooth in 1440p, so something must be really wrong in your end!

I did remember wrongly about the res., but changing it to 1440p it didn't really ad anything to the story, it runs smooth between 30-50ish in the streets and no hangs, most settings on max!

EDIT: I've done more testing, and I'm certain it's CPU-limited. I'm seeing pretty similar performance on lower settings, and getting 100% CPU usage on all but one core when it's running.
