372.90 is too old for a RTX GPU. If you are looking for help, it is a courtesy to mention that stupid stuff, like GPU, OS, Display Model, Driver version
Anyhow, GL

You're right, I should have been more specific. I promise to be in the future. And yes, I thought that driver is too old, since 416.34 is the first driver that officially supports RTX cards, if I'm correct. Well, when I have the time I'll try that 416.34 with W7 to see if that helps.
But before that, if anyone knows a way to get Sine Mora EX work in 3D with RTX 2070 with 425.31 driver and Windows 10, I would appreciate. :)

Finally had time to fool around with the game. Solution was too simple to think in the first place: From properties Windows 8 compatibility mode and disable full screen optimization. First I thought it had something to do with framecap and that the game launches with 60hz refresh rate and after that I thought it is driver related.
