It's the same visually, but I don't know if there would be some internal difference with 3Dmigoto. When I discard demanding shaders, I see a performance improvement. I assume it would be the same as the skip in d3dx.ini.
I prefer discarding in the shader, in case I update 3Dmigoto and forget to copy that part. Besides, when I disable something important I prefer making a hotkey for it, just in case I use the game in 2D (not usual for me) or check how broken it is (to remind me that it needs fixing).
