I think non-native English speaking people say that on forums because they're used to being flamed for the least sign that they don't speak English. It just happens that the nvidia forum is blessedly free of such trolls and rudeness.
But I agree, there's really no need to apologize. I guarantee their English is a lot better than my Japanese, German, or Dutch (considering my ignorant American a$$ only speaks my own language) ;)
