As for extracting info from the game files - it's not looking promising. The shader.cache files mirror the shaders extracted with 3Dmigoto and lack debug info.
There are shaders embedded within some of the bundle files (some kind of custom format for The Witcher?) - and look easy enough to extract (I've found the necessary info by hand in a hex editor and the structure is simple so a tool to extract them would not take long to write), but I'm not sure if they will actually help. They do contain some information, but it looks more like properties and not variables - I'm not seeing information about matrices or anything we actually want so I'm thinking it might be a dead end.
Here's an example of the text in one of them (scroll right) - if someone thinks it might be useful to extract these I can write a tool, otherwise I think my time is going to be better spent elsewhere.

To get The Witcher 3 working with 3Dmigoto 1.1.6, drop the courierbold.spritefont in a directory above the rest:
