I need AC4 as I'm planning to build Unity shaders on the AC4 shader code if possible.

I wish you luck, but most reports say Unity is a horribly optimised mess still. I don't think the patches have done much to improve performance (though Ubisoft are saying the next one will).
Even if you can fix it, it's likely to run very poorly in 3D. It's also a very "big" game, maybe it would be easier to start with something smaller and less broken to learn shader fixes?

In my experience with the game I get 30-60 fps, average maybe 50fps, with i5-2500 and GTX 970. 1080p 2D, shadows high, FXAA. Graphically the game is doing a lot. I wouldn't call it poorly optimized.

@Airion, is that in 2D though? Because in 3D, that's going to be 15-25 FPS, which isn't very playable.

I would expect 1080p 2D and 720p 3D to be about the same though.

AC Unity is a particularly good game to use your wrapper upon. I assume you plan to use your wrapper.
DHR and I looked at this briefly, and he needed to fix a shadow shader that is about 1000 lines long. That shader does not Decompile properly with 3Dmigoto, and I hand fixed it to compile. Unfortunately there is some other complexity that escapes me on that shader, as my hand fixed version runs, but does not look correct. Presumably I can look at it in more depth and find the remaining bugs, but we both agreed that the game was sketchy at present and thus not a best use of time.
Now on the other hand, since your wrapper encodes and decodes assembly itself, you will not run into this problem.
It would be worth your while to collaborate with DHR, as he knows exactly which shaders need work and can help create fixes for shadows in particular.

I just got my wrapper spun up. Have not had time to test extensively.

@Bo3b have you considered adding assembler to asssembler option to 3Dmigoto.
Shouldn't be hard but I recommend talking to me if interested.
Output asm is basically free and HLSL conversion sometimes fails.
I think it would make 3Dmigoto even stronger.
