Eureka - I decided to download and install the latest d3d9.dll from the wiki and it appears to have fixed my problems. I will jump back into the game again and fast travel around some more to make sure.

I was able to test briefly...brilliant and stunning with the water in 3D!!! Amazing work as usual HeliX! /clap.gif' class='bbc_emoticon' alt=':clap:' />

Now we can also enjoy the work of some of the better water mods out there like Pure Waters or Realistic Water and Terrain.

I did see the Ragged Flagon water was still broken, but I would like a chance to fix these using HeliX's fixes (won't have time til later today) just as mental exercise. I still have a few other questions about other kinds of fixes HeliX, if you don't mind. Maybe this weekend when you have more time lol. Woot.
I also added a backlog of the d3d9.dll's(releases) if anyone ever needs them. They are on the bottom of games page.
Should be done sexying up each game page later today(adding pictures). I have amalur/me3 demo so I grabbed before pictures, so both of them have before/after pictures.

So I just tested out a lot of outdoor areas with water - shallow rivers, deep rivers, lakes, and ice flows and have not found any issues once I installed the latest d3d9.dll file.

I did notice that the water on the floor inside the Temple of Kynareth in Whiterun was still not rendering properly though but that might need something else fixed.

Check the Temple of Kynareth in Whiterun also. I did a quick run through of Bleak Falls Barrow and noticed the water problem/character halo issue a bit in the water that is right near the dragon word wall at the end where you have to fight a lich in the sanctum.

It appears that the outdoor issues, which were most immersion-breaking are fixed. You guys know more about how the fixes work than I ever will but maybe the indoor areas mentioned before require fixing other shaders maybe?
