That IS pretty impressive! The 3D settings are in the demo and you'll want to crank the focus way up and the apature way down to get rid of that thrice damned DoF but then it gets quite impressive.
3D lense flare is, of course, not so good. I didn't see a way to turn that off.

Not from the videos on their website it isn't. Everything on there makes Outerra look very bland compared to Uniengine Valley, Uniengine Valley has style and character ... Outerra doesn't, besides the grass, it only looks ok from a distance, which isn't good for 3D at all.

I don't really think I need a closer look at it. Outerra may cover the whole planet as you put it but that doesn't mean it looks any better ... it may be more of a technical achievement but it's still lacking the detail, style and character that goes into good level design.
