Suprised you're getting a problem over 3m. I wouldn't spend too much on a cable as all you're paying for is build quality. Over 5m things get problematic, but at 3m I think any high speed cable should do.

Cables sometimes are so problematic. I bought many cables until I found the right ones, lucky me I had a physical store nearby where I could buy and return. As I needed minimum 7m to connect my TV I ended up using the 2m cable provided by LG a standard repeater and a 5m cable that I bought.
Why it worked in this combination, especially with a repeater, and did not work with the same brand and class 7.5m cable beats me.

I have 2 options only on my EF950V in "aspect-ratio" menu - 16x9 and 4:3. There not "Just Scan" . Firmware 04.25.10
It seems that I have bought the broken TV! 3D Stereo doesn't work at the area of all screen. If to sit down exactly opposite to the middle of the screen, the lower about 20% become flat, if to sit down slightly below than the center, below becomes good 3D Stereo, but now 20% of the top part of the screen become flat. Distance to the screen - 120 cm. I also have Sony 65X9005A, so there even from distance 1 meter excellent 3D on all the screen, though the screen is 10" more.

You might be sitting to close to the TV.
As the TV has a polarized filter your eyes need to be at the center of the screen.
Avoid placing the TV at an angle, do not tilt is bakward or forwad.

Don't you thing that you are just sitting too close to screen? I think people mentioned minimum distance at which 3d works correctly, and I think its way more than 1 meter

Have you updated the TV's firmware via web? Just Scan should be available as one of TV raster options. By the way, my set's (55EF9500) mimimum 3D viewing distance is 4 ft, similar to your 120 cm - seated position, non-tilted screen, viewing height at center of screen (also using 4K certified 3 m HDMI cable). I prefer using RGB color, set to Full (not Limited) Range via Control Panel.
To help validate TV (and its limits), I suggest using un-modified drivers and test patterns like NVIDIA Control Panel's 3D test application (dynamic) and something like TriDef's high-contrast 3D test pictures (static).
I also have migrated to single hybrid-cooled Pascal Titan X to get the performance needed in some games like Dark Souls 3 and Mankind Divided. Unfortunately, even though half the data is thrown away during the display formatting process (for interleaved display), the entire 3840x2160 area must be rendered for most games - a very demanding load when High or Ultra graphics settings are used - more demanding than surround setups. However, I think the resulting immersion is very much worth it...
