3DTV Play/3D Vision is only supported up to something like driver 306 or 310 if you are using Vista. I forget exactly when the support was dropped for Vista, you'll need to read the patch notes. If you have a HDMI 1.4 compliant 3D HDTV or Projector and it is not working. You can attempt to have it added via the instructions at http://nvidia.custhelp.com/app/answers/detail/a_id/2774 Nvidia does not support 3D Monitors via 3DTV Play, I recall reading them saying a 40 inch TV was the minimum size. Try http://3dvision-blog.com/7163-make-your-passive-3d-monitor-or-3d-hdtv-work-with-3d-vision/

Check in device manager what type/model of monitor is reported to be connected to your system. It may list "Generic" or list something specific to your "Phillips" 3D monitor. The Nvidia control pannel will also attempt to report what is attached under the SLI configuration tab. Does it see your Phillips monitor and model #? If "Generic" is reported in the device manager we know it won't work. If it is actually reporting "Phillips" (+ your model #) it may or may not work. You have to successfully complete the "setup 3D vision" mini-utility for 3DVision (actually 3DPlay over a HDMI cable) to work. Simply Google "EDID_OVERRIDE" for ether of the two cases above and install a 3D compatible .INF file for your monitor. After that it may (or not) be a WIN8.1 thing. I use WIN7 here so can't comment.
