I just wanted to inform and help to get this issue fixed in a future driver patch and will also be letting the developer know in their forums as well.
It seems this double image that you can see in the 3D is being produced because the right eye through the glasses is the only one allowing that outlined semi-ghost image to pass through. I have pictures of the same things taken though the left eye of the glasses and it does not have any of the same effect occurring.
I will be happy to provide more reference images if need be.
Right Eye with ghost outlined secondary image coming through:

2 of the same images taken through Left Eye of glasses which looks perfectly fine:

If anyone has any technical insight as to what may be occurring here please let me know. I will provide as much information and updates as possible in both the Nvidia Forum and Blizzard's Forum as to what each support/technical team comes up with as responses.
For reference my PC specs are:
AMD Ryzen 7 1700x
Asrock x370 Taichi motherboard
16GB 3200MHz GSkill TridentZ RGB 2x8GB Kit
2 Gigabyte GTX970 G1 Gaming Editions in SLI with mild overclock of +160 to core and +310 to VRAM (both confirmed to be using the Samsung GDDR5 and not Hynix)
Windows 10 with latest Windows Updates
Newest GeForce GameReady Drivers 390.77

I just wanted to reply to my own topic just in case someone else runs into this issue and does a Google search because I ended up figuring it out on my own.
It was all due to having some form of post processing enabled. Don't have FXAA or CMAA enabled. you can however, run MSAA 8x or 4x or 2x; whatever your graphics card can handle, with no issues.
you can even set in the advanced settings for MSAA to have Color 8x / Depth 8x with no issues.
Just make sure Post-Process AA is set to None.

that issue happened in Legion addon since the beginning (7.x.x.) but just dont use csaa+msaa. I wish they fixed shadows and lights, but it will never happen :-( I think the next addon (patch 8.x.x.) will break some other things, maybe it will be unplayable at all

As much as I love this game, they need to roundfile it and start over with a new improved engine. Plus IMO, they need to purge people that have ruined it, like Brian Holinka.
The constant cross-realming and associated lag is a joke.
Not to mention their poorly optimized graphic implementations. LOD is craptastic now and the sad thing is that they disabled most of the console commands that could be used to get the game looking really good without having to use a butt load of anti-aliasing.
