My settings in hardware_settings_config.xml are:
<postprocess enabled="false" blur="false"

But disabling blur doesn't turn off bloom as You can see in this pictures (using DX 11!)
[attachment=29107:F1_Bloom.jps]
[attachment=29108:F1_Bloom2.jps]
The bloom effect is especially noticeable and irritating when driving with sunny weather conditions.
So You might reduce it by using clouded weather conditions.
But for me DX 11 also messes up completely the background in replays:
[attachment=29109:F1_Background.jps]

So I will stay with DX 9 and the service hack that doesn't have these issues and offers unlocked convergence.
