sgrules had this problem awhile back, and I got in contact with the people we know at NVidia.
The answer is... You need to have Flash installed.
It's not good error handling or reporting, but there you go. BTW, this is working on my system with Win10 using Chrome.

Adobe Flash player PPAPI v27 for opera/chromium is already installed. i'm using Opera Beta 49.0.
i tried a new/fresh install, same thing :(

Win7, No flash installed

IE11: Fails
It's also worth noting that IE is the only browser that actually show 3D photos in the browser, using 3D Vision. The thumbnails in 3D even work.
Yeah - that Flash thing bit me before when I disabled Flash in my browsers. Flash is not going to be supported for much longer, if I remember correctly, and that will break uploading.
