And, all effects have been fixed, it's now 3D Vision Ready without needing a fix. Win7, older driver (377 something), direct from R* download.
Run the Uninstall.bat if you happen to have the fix installed. Try deleting your config file for settings to have it create one from scratch.

Still cant get this to work, I have tried all the suggestions. It looks like there is no settings or config file. So I did verify game files through steam, still nothing. The game will not start through the .exe , I just get an error saying I need to launch through steam.

3D Vision still inducing the 3 core bug with this game, making for 30 FPS with a 1080 Ti at 50% GPU utilization. Rest of specs in signature. I still don't understand why 3D Vision induces a 3 core CPU bug, it's unacceptable, but at this stage, I know NGreedia will do nothing to fix anything.
Same scenes (overlooking Los Santos from Franklin's balcony) and I'm at 110 FPS with 80-90% GPU utilization. 3D Vision here and it's 30 FPS 3D (60 fPS 2D) and 50% GPU utilization.

I recall if you use SBS or TNB the blue color bug is not present.
To enable SBS or TNB use the fix off of the helixblog.
