The fix isn't working anymore. I'm getting the UE4 left eye white veil issue.
This is partially alleviated by disabling reflections in the default ini.

But even then there is still an issue with explosions and gun flashes.

It would hurt to list a few simple things, like your OS and driver version, among other things.

I don't have the game installed righ now....but like D-Man11 says, if you have the one eye issues is probably related to that flag in the profile.
Can you upload a screenshot of the issue?
I've done as it says on Nvidia inspector but to no avail. Unless inspector is just not working for me, that isn't the issue.

The Red outline thing isn't a problem. That's what happens in game when you hold down a certain button to make seeing enemies and items easier.

Running Windows 10 anniversary update, latest NVidia driver "376.19 WHQL", GTX 980.
