You can't just plug the glasses via usb to get 3D vision working. It doesn't work like that.
Please make sure you have all the required hardware and software :
You mention you are using a laptop.
The USB connection on the glasses is only used to recharge the glasses battery. When in 3d use, communication is performed wirelessly (IR transmission).
Is your laptop screen compatible with 3D Vision ? Does it have an embedded emitter or do you use the separate USB emitter (the Nvidia Pyramid)
If not, are you using a compatible 3D monitor or 3DTV ?
etc...

Well I think he means that he has the wired glasses

If he has the model that is 3D vision certified, it has an internal emitter and he needs a pair of wireless ir glasses.
http://www.nvidia.com/object/3d-vision-notebooks.html
I think the wired glasses confuse the laptop/drivers and are not compatible.

This model is certified with 3d..because i can run even that test and i got a small little 3d button like that when i open the test it turns green...but i just got my glasses and i charge them with a random usb cable from an android phone...in the stereoscopic 3d settings the option at : display type is set to be :Dell 3d vision notebook

It's possible that the battery is not charging.
If the glasses sat too long on the shelf, the charge can get so low that the circuit board doesn't not pass current.

@xZeru: 3D Vision is not going to work in your current setup. The glasses that you have are for frame-sequential 3D, and you need a special monitor for those to work. You should also have a small pyramid shaped emitter with those glasses, as they will not work without an emitter.
Your laptop screen is not a 3D Vision screen, which means it is not frame-sequential. You won't be able to use it with the glasses. Also, your laptop has the hated Optimus technology, which makes it unlikely for you to even use an external screen. It doesn't sound like you have the right hardware setup to be able to use 3D Vision.
Edit: Maybe. Looks like there were variants of that laptop with a built in 3D Vision screen that supports frame-sequential. You need to check as TsaebehT notes, to see if it's possible.
It's not that easy to get, because of the hardware requirements, but once working 3D Vision is completely amazing.
@rediornot: For your case, you've got the right monitor, it supports 120Hz frame-sequential. To use it, with the machine in your signature, you just need a 3D Vision glasses kit, which includes glasses and the emitter.
Easily worth the money for the glasses kit, since you already have a good machine and the monitor.
