I was thinking about this vsync, but still I think that this is some bug, because 200 div 2 fps is rounded to 40 and 120 div 2 is rounded to 40.
In the beginning I have 1000fps peak which is "rounded" to 60 but it is strange, this deviation is not in other games. Other games have better behaviour in performance decrease.

I have a QX9650 at 3.8ghz and 2 GTX 280 in SLI and I get the same average you do, 40fps. Anyway the gameplay is very smooth I can't complain cause that's all it matters. I also play with the exactly same settings, 1680 x 1050 AA4x all the rest maximized and Blur off. I only noticed some lags when confronting bosses like the giant spider, but only for a few seconds.

It must be CPU bottleneck or bug.
You can increase JobThread value in %USERPROFILE%\Documents\CAPCOM\RESIDENT EVIL 5\config.ini to 4 and you will see.

-open windows explorer and press left mouse button on address bar so the text in address bar is selected, press ctrl-v
