I have a GTX 1060. When im watching for example Twitch for 5min and doing nothing with my mouse my 3D gpu part is going on 100%. After just pushing the mouse a bit the 3D gpu part is going again back to 5%.
I have Windows 10 64bit.
The newest Driver.
It starts like 2 Weeks ago.

ALT-CTRL-DELETE [task manager]
Right click NAME. -Click GPU [checkmark it] if it isnt already.
Now click the GPU tab so its Number order of usage.
Now walk away and check back. See whats at 100% usage.
Tbh, its probably a MINER/ADWARE. It takes advantage of your system for profit and hopes you do not notice. Google adware/miner cleaning if so.
Allright i used adwcleaner. And testet it again. It comes from Firefox like 90% after doing nothing with the mouse and when a video is startet. Its also the same with chrome. The modul which Firefox/Chrome use is the "GPU 0-3D" which gets on 100%

When idling the GPU switches to a lower power state and any program that was using 10-20% GPU usage will then show up as 90-100% in Task Manager since GPU clock frequencies are much lower.
This is intended behavior but it doesn't hurt to check with a GPU monitoring utility such as nVidia Inspector if your GPU does indeed switch power states in this specific case when idling and watching Twitch for example (P-State P0 is the max performance state).

i used nvidia Inspector. And when it starts on 100% it starts to lagg and the Power from the GPU is going from 26W to 100W. And the Speed Tab is going up to 1000rpm.

Then it's most likely what eqzitara said. I suggest installing Malwarebytes and maybe another AV to scan your system. Also this was not the place to post about this kind of problems to begin with.

It's definitely not your GPU or drivers. It's typical for a miner to use your GPU or CPU when the system is idle and I suspect it's disguised as one of your browsers or browser plugins if no anti-virus detects it. So you'll have to figure this out by manually checking each plugin and open process.
If you can't fix this yourself seek help on a forum specialized in this type of issues.

Maybe the GPU is demaged
I allready had checked my windows on malwarebytes
