From what I can tell it looks like the frame rate issues are related to any type of smoke/fog on screen in the game. I remember quite some time back when COD2 first came out, there was an issue with having smoke on screen when AA was turned on, caused big frame rate hits on medium to low end PC's. Think it was fixed with a patch in the end but cant remember for sure. Maybe its something similar with black ops? not with the AA obviously but something else that 3D vision does/turns on when its active?

What I don't understand is why they even put in a crosshair. I mean you have the sights on the gun.
It's shocking they don't let you disable the crosshair, completely shocking. Maybe if you up the difficulty the crosshair goes away?
