Not entirely fair, its running really well at 1080p for me. All max except shadow quality high, not pcss(nvidia soft shadows) and 2xmsaa. Pretty sure you are referring to the totalbiscuit video or other complaints, no comments there but hard to agree since this runs better than black flag so far. Im serious too, while black flag can maintain similar average with my setup, it has micro stutter especially in cities and the feel of the game is much worse. Unity is butter smooth so far, around 7 hours played. Averaging ~60, vsync with triple buffering on, dips to ~50's.

On the other hand, 3d performance is abysmal. Stutter, 10-20fps.

that has benchmarks in it, with cpu charts too. Seems to scale really well across cores, suprisingly not that cpu bound for and ubi game.

I dont think that i am. People like to complain and go with the crowd in the forums. More so than telling they have no problems or that a game is fun. This being ubisoft high profile game heightens this even further. If i'd listen to community, almost every game would suck and have performance problems.
Im not denying game doesnt have any problems. But telling me that im the exception because i run the game just fine is not very smart in my opinion. Most of the folks who complain about the performance are running the game on a pc much below ubisoft minimum specs too.

Wow that's some pretty bad bugs there lol. There is no way a fix should be attempted on this just yet, it will be impossible to determine in many cases between a game bug, a decompiler issue, or a shader fix issue.
