If you adjust the convergence in The Elder Scrolls IV: Oblivion, you can achieve this affect. Unfortunately the crosshair is 2D (though it can be turned off easily). If you want a lot of "toyification," make sure to switch to third person because high separation in first person does not work well with the weapon that is being held right in front of your face.

Mate!

This is one of the best examples of DHE/toyification I have seen! Because you can roll back the camera you can continue to increase convergence making the world look minute. :) Obviously it takes a while to get used to this distant perspective and why would you ever play as extreme as that but it works. If you only want enough to get that high-def effect and you can handle playing in 3rd person, this is fine.

this would be possible on all games if you could manually change the axis of the convergence. Try it with any fps with the convergence background only. You'll get the same toy effect for the background(minus the gun)

Absolutely. However, many games unfortunately break before the effect can occur. The games on the list have rugged 3D which allow them all to toyificate.
