I have a GTX 670.

Why is my GPU usage not scaling correctly in 3D?
What are your vsync settings? Most people here, myself included, would suggest turning vsync off in the game and force it on in the control panel. Not sure if that'll help but it's worth a try.
It does look like it's scaling, GPU usage is going up and FPS are going down. It might be dependent on other things, like CPU. What are your other specs? I have a GTX 670 but unfortunately I don't have the game so I can't do my own comparison.

My best guess would be you are CPU limited.
When doing 3D, I'd thought the video card was paramount, but my biggest bottleneck has always stemmed from CPU.
I just tried reintalling the latest drivers, but my 3D performance seems to be the same. Oddly enough I get the exact same FPS when playing at 1080p(3D) as 720p(3D). There seems to be something wrong on the CPU side.

I think mbloof is on to something everytime I hear something like this its almost always CPU throttleing[Due to overheat/Heat cap on MOBO]
Before going crazy though. Check out some other games. There are games that just run like shit tbh.
The newest Splinter Cell I get like 20 FPS / Prototype 2 I get like 40 fps at 720p any other game I can run at max at 60FPS.

Thats a great temp. I recommend checking other games. It could just have port issue/600 series issues.
Some games are just fine at release but new series of cards/cpu's are released and they just **** themselves. Splinter Cell conviction if you run a Retail edition with a 600 series card it will tell you your video card isnt supported. You have same exact issue as me on the two games I said above though and my computer is a tank.
If you want to try something it could be just alt tab. Task manager. And select sonicwhatever.exe and select four cores. Then try 2. Worth a shot I guess.

Not to cast aspersions, but are you using a pirate copy or a legitimate copy? The earlier versions of SG had performance issues on some cards, so it's possible you're not using the latest version.

Nah, I own the game on Steam. The last update they did was to make the configuration tool compatible with Big Picture Mode, they haven't touched the actual game's executable in a while.
