In an interview with Gamespot, Phil Spencer commented "Microsoft's upcoming Windows 10 operating system could be the "best operating system we've ever created for gamers on PC".
He then goes on to say
"We remain committed to gaming on console, but we know that we have fans and gamers that also play on PC and phone," Spencer said. "And it's important that we build out the features that we have, learning from what we've done on console, and helping make Windows 10 the best operating system we've ever created for gamers on PCs."

I fear the whole thing is going to be about the revival of Live (in spirit), masked with a bunch of XBox One ease of ports... like this wasn't already super easy. The cynic in me wonders if that's why Live was issued its stay of execution. MS has trained me to brace for the worst and I'm expecting the console folks to be "WOW" and the the PC gamers to be groaning. I expect the details to be written by the devil.

Last year, 2 of my mates converted from console to PC gaming. After playing with 60 fps, they don't intend to go back to their Xbone.
Microsoft will probably try to control the PC games market through Windows 10 with always online DRM.
They've tried to do a half-assed version with GfWL, but will likely implement it into the OS next time.

Looks like they are offering a free upgrade to Win10 for Win7 & 8.1 users, so long as you upgrade in the first year after launch. I'll probably install it as a dual boot alongside Win7 so I at least have something to support DX12, even if they manage to muck up everything else about it.

I would assume upgrading automatically converts your Windows 7 license into a Windows 10 license. Since I only have one Windows 7 license, I'm not going to sacrifice it unless I'm real sure Windows 10 doesn't stink.

It's an interesting push from them. Seems like they want to avoid the XP problem they had with Win7, and making a deadline is a good way to encourage that.
For us as 3D gamers, this is tricky. Win10 can easily become the de-facto standard.
But... the real problem is the NVidia driver support. We haven't seen them get very much traction in terms of fixing bugs and smoothing out the 3D Vision playback on Win8.1 in particular. So, I'm left wondering if they will just let Win10 suffer as well.
My best guess from experience is that the reason Win7 still works better than Win8.1 for 3D is because of the prior effort to make it work smoothly, years ago, and that the total lack of current effort (legacy status) is why we get game-breaking bugs today, like lack of SLI.
If that turns out to be true, it won't really be in our best interest to upgrade to 10, because the specific experience for 3D would still be degraded.
For early experimenters, it will be interesting to see if they fix any of the 8.1 problems, or if it's just more of the same. Please let us know if you try it out, for good or bad.

The problem is that if they do anything which favours the PC over their XBone, they know they will be shooting themselves in the foot. They will at max, keep the PC on par with the XBone and no more.
The primary goal of any company is to make money. Full stop.
The primary aim of their PR department is to spin this fact to make it look like their actions are to the benefit of the general public when in reality it is that they are money grabbing whores.
No-one should think for one second that /any/ company would do anything to benefit the public over making profit, unless the former helps them make the latter in the long run. This is the real world, and this is the sole basis for the existence of any for-profit company out there.
Exactly why nVidia don't develop the 3D vision driver any more: We didn't make them enough money.
Why won't they admit that development has stopped? They would rather lie to us to keep us nVidia loyal as long as possible. We are the best consumers and free marketers for their products after all.
Unethical? Yes. Ask this question to any company's board of directors? They will laugh in your face and glare at you as if you were a child.
It always disheartens me when people complain why some company doesn't care about the community which has been built up around one of their products, why the product doesn't have this or that feature. It's heartbreaking when they finally realise that the company only sees the community as a group of repeat customers and free marketers they can exploit more than the general public - a potential for more profit. No they don't care about any community. The mere thought would make most people in the business world laugh.
It's a bitter pill to swallow.

But... the real problem is the NVidia driver support. We haven't seen them get very much traction in terms of fixing bugs and smoothing out the 3D Vision playback on Win8.1 in particular. So, I'm left wondering if they will just let Win10 suffer as well.
My best guess from experience is that the reason Win7 still works better than Win8.1 for 3D is because of the prior effort to make it work smoothly, years ago, and that the total lack of current effort (legacy status) is why we get game-breaking bugs today, like lack of SLI.
If that turns out to be true, it won't really be in our best interest to upgrade to 10, because the specific experience for 3D would still be degraded.
For early experimenters, it will be interesting to see if they fix any of the 8.1 problems, or if it's just more of the same. Please let us know if you try it out, for good or bad.

Sorry for the negativity, but streaming from an XBone to my PC is just stupid. Is there anyone who cares about that? But we do get an XBox app we can run on PC to chat with our XBox friends and keep up with our XBox achievements. Yeah, stunning. Impressive PC support there.
As the announcements come and go, it seems clear to me that Microsoft as a whole does not actually understand why PC Gaming is successful. They don't appear to have the slightest idea why anyone would prefer a PC.
Here, I'll spell it out: PC == Freedom. Console == Jail.
Do they seriously not understand that modding comes from the freedom? And that's the draw?

The problem is that if they do anything which favours the PC over their XBone, they know they will be shooting themselves in the foot. They will at max, keep the PC on par with the XBone and no more.
The primary goal of any company is to make money. Full stop.
The primary aim of their PR department is to spin this fact to make it look like their actions are to the benefit of the general public when in reality it is that they are money grabbing whores.
No-one should think for one second that /any/ company would do anything to benefit the public over making profit, unless the former helps them make the latter in the long run. This is the real world, and this is the sole basis for the existence of any for-profit company out there.
Exactly why nVidia don't develop the 3D vision driver any more: We didn't make them enough money.
Why won't they admit that development has stopped? They would rather lie to us to keep us nVidia loyal as long as possible. We are the best consumers and free marketers for their products after all.
Unethical? Yes. Ask this question to any company's board of directors? They will laugh in your face and glare at you as if you were a child.
It always disheartens me when people complain why some company doesn't care about the community which has been built up around one of their products, why the product doesn't have this or that feature. It's heartbreaking when they finally realise that the company only sees the community as a group of repeat customers and free marketers they can exploit more than the general public - a potential for more profit. No they don't care about any community. The mere thought would make most people in the business world laugh.
It's a bitter pill to swallow.

Developers have the choice of using OpenGL however. I came across this recently:

Of course, nVidia 3D vision would have to support OpenGL like the old days.
